Within the total population of highland peoples surveyed in Mae Hong Son, the Hmong ethnic group reported the lowest rate of Thai citizenship. However, the net number of non-Thai Hmong (approximately 550 survey respondents) is surpassed in numbers by the Karen ethnic group (approximately 1026 undocumented respondents) and the Tai Yai/Shan ethnic group (approximately 612 undocumented respondents).

During the five years prior to the survey, approximately 1.4% of Karen people had faced legal penalties for citizenship status. This rate is about 140% higher than the average rate among Mae Hong Son survey respondents. Members in the “Other” ethnic group reported no incidence of arrests due to legal status.
