The Asia-Pacific Programme of Educational Innovation for Development (APEID)

The fundamental mission of APEID and its Secretariat is to contribute to sustainable human development (underpinned by tolerance, human rights and a culture of peace) through the design and implementation of education programmes and projects, mainly at the post primary level of education, which stress 'educational innovation for development'.

APEID Framework of Action

Since its establishment in 1973, the Asia-Pacific Programme of Educational Innovation for Development (APEID) has undergone several changes affecting its structure, programmes and activities. These changes have largely been in response to the developing needs and demands of UNESCO's Member States and APEID's partners.

Similarly, APEID has had to adjust its planning and programming to match the United Nations and the UNESCO Education sector reforms to increase the impact of its programmes. It was within this context that APEID began planning for its 8th Programme Cycle in 2006. The work has focused on developing a framework of action that reflects the priorities of Member States and UNESCO, in line with UNESCO's 2008-2013 Medium-Term Strategy and the three biennium programmes for 2008-2009, 2010-2011 and 2012-2013.

Events, Conferences and Workshops

12th UNESCO-APEID International Conference

APEID-UNESCO and the Ministry of Education of Thailand organized a joint event, the 4th World Teachers' Day in Thailand and the 12th UNESCO-APEID International Conference, to honour teachers who have worked hard to educate generations of children, youth and adults but have asked little in return for their efforts. The theme, Quality Innovations for Teaching and Learning, highlighted the importance of teacher education and provide a forum for policy makers, educators, teachers, academicians and researchers to discuss, exchange information and learn from each other on how we can teach and learn - in a more innovative way - with our heads, hearts and hands to ensure a sustainable future.

Asia-Pacific Sub-regional Preparatory Conference for the 2009 World Conference on Higher Education

APEID-UNESCO Bangkok and the Government of the Macao SAR of People's Republic of China convened the Asia-Pacific Sub-regional Preparatory Conference for the 2009 World Conference on Higher Education, from 24 to 26 September 2008 in Macao. The Preparatory Conference provided a forum for discourses and debates on the rapidly changing higher education and research agendas in the Asia-Pacific region under the theme of "Facing Global and Local Challenges: the New Dynamics for Higher Education".

New Publications

Toward Participatory and Sustainable Development: Reinventing Higher Education
The 11th UNESCO-APEID Conference, held in Bangkok from 12-14 December 2007, was structured around four sub-themes - Paradigms of Development, Possibilities of Development, Partnerships in Development and Permitting Development. It covered a broad range of issues, and provided a forum for a rich and lively exchange of information. This volume contains a collection of speeches and papers presented at the Conference.


Innovative Practices in Physical Education and Sports in Asia
This publication provides an overview of physical education and sports within Asian school settings and five case studies from Malaysia, the Philippines, the People's Republic of China, Lao People's Democratic Republic (PDR) and Singapore. The examples from these countries  reflect  the different approaches  taken  to encourage school administrators, teachers, students and communities to value physical education and sports.



Natural Disaster Preparedness and Education for Sustainable Development

This publication provides details of the development of culturally appropriate and locally relevant educational materials for natural disaster preparedness that target key stakeholder groups and integrate Education for Sustainable Development (ESD) principles and strategies.



Two Concepts, One Goal: Education for International Understanding and Education for Sustainable Development. This series of information sheets, highlighting synergies between EIU and ESD, is prepared by APCEIU and UNESCO Bangkok. The information sheets are focussing on human rights education, on environmental education, on peace education and on gender equality.




The Guidelines for Quality Provision in Cross-border Higher Education aim to support and encourage international cooperation and enhance the understanding of the importance of quality provision in cross-border higher education.  The purposes of the Guidelines are to protect students and other stakeholders from low-quality provision and disreputable providers as well as to encourage the development of quality cross-border higher education that meets human, social, economic and cultural needs. Available in English or Chinese.





The  UNESCO/APQN  Toolkit:  Regulating  the  Quality  of  Cross-Border  Education complements the OECD/UNESCO Guidelines for Quality Provision in Cross-border Higher Education and is intended to act as an aid to regulating quality assurance for countries  who  are  involved  in  providing  and  receiving  cross-border  education. It discusses a range of the key issues involved and some of the approaches that have been used to address them.
