Keynote Address: 

International, National and Local Implementation Strategies for ESD in the Asia-Pacific Region

This paper discusses strategic proposals to implement ESD at the international, the national and the local levels in the context of achieving the goals of the Decade of Education for Sustainable Development (DESD) in the Asia-Pacific region. Also discussed are suggestions for the reform of the UNESCO APEID programme for mobilizing the ESD movement in the region.  In this paper, the fundamental documents for DESD are reviewed, and existing implementation strategies (at international, national and local levels) are identified. The paper also provides an overview of the progress made so far in Japan in promoting ESD. As a sample study, the author conducted a brief survey of Associated Centres of APEID and discussed the need to enhance ESD programmes by vitalizing these Centres. A number of conclusions are drawn from the preceding discussion and the paper makes several recommendations regarding implementation strategies for promoting ESD in the Asia-Pacific region. These recommendations include: promoting ESD more extensively through the three channels of formal education, non-formal education, and the corporate sector; developing a dual mechanism within the formal education sector that includes ESD in national curriculum standards while also building the capacity of teachers to implement ESD; and establishing national ESD centres or reforming APEID Associate Centres as centres of excellence for ESD.
