3.E.1. A Proposed Model of Higher Education Institution-Call Centre Industry Partnership

The Philippine call centre industry presently experiences the problem of few qualified job applicants. On the average, only 4 percent of applicants are hired by the call centre industry. Therefore, there appears to be a dissonance between the call centres' expectations of applicants and the preparedness of graduates from Philippine higher education institutions (HEIs). Partnerships between HEIs and Call Centres address this gap. This paper reports on research which resulted in the development of a model of HEI-call centre industry partnership. Using Pandits' grounded theory methodology, the model emerged from data gathered from six cases of partnership between HEIs and call centres. The sources of data were interviews with key people who are directly involved in the partnership, on-site observations, and official documents pertaining to the partnership. The resulting model explains the phenomenon of HEI-call centre partnership in terms of conditions or factors that cause the formation of the partnership; strategies for initiating and perpetuating the partnership; contextual conditions within which the partnership is couched, and the outcomes of the partnership.

As knowledge-based economies emerge, universities are seen as central players in improving the competitiveness of an economy through producing qualified graduates with relevant skills, providing social capital, conducting meaningful research, and facilitating innovation and technology transfer. This paper looks at the dynamics and features of relationships between universities and governments to enhance the development of an industrial cluster. Roles of universities in supporting the growth of industrial clusters will be discussed through cases from different regions.

3.E.3. Policy Interventions Promoting Partnerships and Donor Harmonization for ICT4E Initiatives in the Philippines

Information and communication technologies (ICT) are fast transforming economies and social processes, including in the education sector. The education sector in the Philippines is beset with technical, content, utilization, programmatic, structural and political issues, however, that prevent it from fully tapping the potential of ICT. These issues may be addressed by policy interventions. The Department of Education in the Philippines needs to address three main policy gaps, which were identified as a result of recent research. The three policy gaps are: Donor Coordination and Harmonization, Public Private Sector Partnerships, and an Appropriate Use Policy. This paper describes and discusses these policy gaps.
