The Role of Indonesian Universities in Community Development

Indonesian universities have three main roles, namely: education, research, and community service. The purpose of the community service role is to assist in developing community potential in order to achieve desired societal goals. University research also contributes to societal welfare and to developing community potential. For example, research activities such as "excellence research" partnerships, industrial research partnerships, and book writing in co-operation with local companies, all contribute to community development. Therefore, to some degree, there is integration between universities' research and community service roles. "Community service" as carried out by Indonesian universities is still in development, however. It could be said that, in general, universities' community service activities are ad hoc rather than planned. In many respects, universities in Indonesia are working in collaboration with the many agencies and donors that are providing financial and other support for community development in Indonesia. Examples of community development initiatives include literacy programmes, reforestation projects, and business incubator development. University community service activities are assessed, indirectly, by the National Accreditation Board for Higher Education. Even though the Board's main aim is to access the adequacy of the institution in terms of its study program or faculty, the assessment process covers community service activities. The assessment is mostly limited to the input aspects, however. More attention should be paid to the outcome aspects.
