The constitution of the Republic of Uzbekistan gives every citizen an equal right to education, including higher education. But with the number of students enrolled in higher education institutions growing every year, enormous pressure is being put on the Uzbekistan education system and on the government institutions that manage education. Ensuring equality of opportunity to education involves a complex and varied division of responsibility for management of education between government and higher education institutions. This paper describes the education system of Uzbekistan, recent education laws and reforms, and the institutions responsible for managing higher education institutions. It discusses the issues faced in ensuring equal access to education and the social roles of universities. In addition, the paper provides an overview of the international co-operation initiatives for quality assurance in higher education in Uzbekistan
