Quality Assurance of Higher Education as a Means of Capacity Building

From a global perspective, the primary purpose of the establishment of procedures for external quality assurance are: to ensure accountability of the activities of higher education institutions and to contribute to the continuous improvement of higher education. Many higher education institutions and quality assurance agencies function in a distinct cultural and national context as well as a global context. This paper examines quality assurance processes and the criteria and standards applied, the impact of these on higher educations institutions and the level of convergence between quality assurance processes around the world.
