Changing Power Relations in Development and Education
Russell Bishop
University of Waikato, New Zealand

The aim of this paper is to examine the paradigm shift necessary for universities to actively engage in re-balancing social inequalities and in formulating sustainable solutions with and for people so that they can benefit from a globalizing world. The paper will identify the paradigm shift occurring in universities from the traditional research and development paradigm to a more participatory mode in terms of five dimensions of power relations: initiation, benefits, representation, legitimation and accountability. This paradigm shift will then be illustrated with reference to a large research and professional development project currently being conducted in New Zealand. Consideration will then be given to a model for sustaining the gains made by the project in addressing educational inequalities.
