Human Rights Programming: What is it? How to do it?

This handbook can help you turn the concept of a 'human rights-based approach' into reality on the ground. It breaks down human rights-based approach into its various components, and provides a checklist for development practitioners to use in implementing and evaluating their programmes. There are two sections to the handbook: the first explaining the background to RBA theory and concepts; the second on how it can be implemented in different thematic areas. It is presented in a simple, straightforward manner – easy to understand for all levels of society.
Making Human Rights Work - Implementation of a Human Rights-Based Approach to Development Programming in Europe and the CIS

The first full-fledged meeting of the human rights and justice Community of Practice (CoP) in Europe and the CIS, held in Prague on 25-26 November, brought together some 30 practitioners from 14 countries in the region. The report summarizes the proceedings as they relate to the objectives which were to:
- Present existing global, regional and country-level tools to implement HRBA.
- Exchange lessons learned from the application of HRBA in the Europe and CIS region.
- Develop and build UNDP's capacity to implement a human rights-based approach (HRBA) to programming in Europe and the CIS.
- Present an integrated approach to cross-cutting themes, including human rights, gender and conflict prevention.
- Develop a realistic strategy for more effective implementation of HRBA in the
Europe and CIS region.
The Human Rights-Based Approach to Poverty ReductionTool 1: Identification of the Poor and Vulnerable: Poverty in Macedonian Municipalities

The study presented here is part of the project “Human Rights and Poverty Reduction in Macedonia”, which aims at piloting the Human Rights Based Approach (HRBA) to Poverty Reduction on local, regional and national level. Throughout 2006, the Ludwig Boltzmann Institute of Human Rights (BIM) has started to cooperate with UNDP Macedonia, in order to integrate the HRBA into the “Localizing the MDG´s” projects. A Toolkit2 for implementing the HRBA was developed. The ultimate aim is to support Good (Local) Governance in development planning, to include the specific needs of the disadvantaged and poor, based on the human rights based approach.
Rights-Based Municipal Assessment and Planning Project (RMAP)

The Rights-based Municipal Assessment and Planning Project (RMAP) is a pilot project carrying out human rights-based assessments and development planning of selected municipalities in Bosnia and Herzegovina. The Project is also testing and piloting a methodology for human rights-based development. It is a joint project of the Ministry for Human Rights and Refugees,UNDP and UNOHCHR. This report highlights the background, theory and motivation behind RMAP as well as its application in selected municipalities – at the planning stage.
