This paper breaks down the basic concepts of a RBA to development. It follows the conceptual trends over the last fifty years in development and international relations to understand where we are/headed today. It presents a very useful diagram that demonstrates this. It summarises the practical implications of the HRBA, the issues it raises and monitoring mechanisms. This paper, using dot points and outlines, is easy to digest and provides an overview of RBA elements which can then be studied in greater detail.
