APPEAL is implementing the following activities to support the member states to effectively implement the national action plans for United Nations Literacy Decade (UNLD) and Education for All (EFA).
GOAL 1 – support country UNLD and EFA planning and implementation
To formulate and implement concrete strategies for ‘literacy for all' under UNLD in Member States in the region with close coordination with EFA national action plans.
RESULTS – EXPECTED
- UNLD action plans will be formulated in all the countries of the Cluster in view of the plans and implementation strategies of EFA national action plans.
- Inter-country as well as national strategies to promote ‘literacy for all' under UNLD in the Cluster countries will be developed to mobilize resources particularly financial support from government, donors and civil societies including private enterprises.
STRATEGIES
- country study on literacy strategies under UNLD and EFA will be undertaken by the Cluster countries to assess the current situation.
- organization of a meeting to share country experiences of UNLD and EFA and to develop concrete strategies for resource mobilization.
- provision of technical assistance to further the plan preparation and implementation.
GOAL 2 – advocacy of UNLD and EFA
To raise awareness of UNLD and EFA among not only education personnel, but also policy makers and general public will be raised to mobilize resources for promoting lifelong learning towards achieving a learning society.
RESULTS – EXPECTED
- Advocacy materials for the promotion of UNLD will be produced in promotion kits to be disseminated to various stakeholders including policy makers to general public.
- Awareness of UNLD, EFA and lifelong learning towards a learning society will be raised among the stakeholders, which will lead to mobilization of resources to further promote these initiatives.
STRATEGIES
- Review the existing advocacy materials already produced by the UNESCO Headquarters and Regional Bureau and decide the quality and quantity and various kinds of materials to be produced.
- Consult with international media of TV, radio, newspaper, magazines and explore the effective promotion strategies as well as further resource mobilization. Selected media activities will be carried out accordingly.
- Assist the government in promoting UNLD and EFA, in consultation with other UNESCO cluster and country offices.
GOAL 3 – Strengthen ARTC network
To develop APPEAL's directions and strategies for implementation of UNLD and EFA in cooperation with ARTC network to effectively provide technical assistance to member states in the region.
RESULTS – EXPECTED
- APPEAL's overall strategies and activities in literacy and continuing education will be reviewed by ARTC network members to identify the strengths as well as weaknesses to effectively support for UNLD and EFA.
- Based on the review of APPEAL's activities, overall strategies and proposed actions will be formulated in consultation with ARTC members. The inputs will be used for modifying on-going activities and preparing future action plans.
STRATEGIES
- Organize an annual expert meeting with ARTC members.
- Prior to the meeting, ARTC members will prepare a report, focusing on the review of APPEAL's activities in literacy and continuing education, as well as suggestions for future actions of APPEAL-ARTC under UNLD and EFA.
