UNESCO Bangkok and the Korean Educational Development Institute (KEDI) jointly organized a seminar and study tour in Seoul, South Korea, from 14 to 17 December 2004. Ministry officials and researchers from developing nations in Asia, Korean and international experts reviewed national and international efforts to improve basic learning at the primary level through changes in resource allocation and management.

Experts and researchers from KEDI and UNESCO Bangkok participated in the seminar to exchange their experience with education practitioners and policy makers from four selected countries in Asia namely Indonesia, Lao PDR, Malaysia and Viet Nam.

On the basis of their experience in preparing or implementing policies for primary education quality improvements in the framework of EFA in Asian-Pacific countries, the participants reviewed together a range of approaches and instruments that have been used by governments and local organizations in countries as well as international partner agencies to improve the quality of learning and achievements of the fundamental school level, which is primary education.
