Handbook for Decentralized Education Planning: Implementing National EFA Plans 

This handbook is part of a series of activities that UNESCO has undertaken to support countries in the East Asia and Pacific region in their efforts to reach the Dakar EFA goals in cost-effective ways (e.g., the development of the EFA Planning Guide for South-East and East Asia in English and French).

The purpose of the handbook is to enable education planners and decision makers in ministries of education and in provincial education administrations to develop the capacity needed to apply consistent, sustainable education planning and implementation monitoring at both the central and provincial levels.

The handbook does this by sharing the experiences UNESCO gained through working with countries in the region on the preparation of national EFA plans and, in particular, on the decentralized planning capacity needed for the effective implementation of national EFA plans.  It also provides technical information of an innovative kind, including modern planning concepts and the use of modern IT-based planning tools (in particular, the ANPRO-Model).  

The first edition of the handbook (English version) was distributed widely in 2005 to national education planners in the Asia-Pacific Region, education programme specialists within the UN family, as well as international funding agencies. It has been used as a training material in workshops organized to build national capacity in modern education planning to enhance the chances of effective implementation of national education plans and for successful introduction of MTEF and Sector Wide Approaches (SWAP). With a continuing demand, the second English edition was produced in late 2006.

Following requests from other countries in the region, the Asia and Pacific Regional Bureau for Education, UNESCO Bangkok, translated the Handbook for Decentralized Education Planning from English into French entitled Manuel pour une planification décentralisée de l'éducation 

The handbook has also been translated into Arabic and published with the support of the AED (Academy for Education Development, Egypt office); and IIEP (the International Institute for Education Planning, Paris)
