Expert Meeting on Education Policy Implementation in the Context of Public Sector Management Reforms

The UNESCO Asia and Pacific Regional Bureau for Education (UNESCO Bangkok) in cooperation with UNESCO Jakarta and the World Bank organized a regional expert meeting on Implementing Education Policies and Plans in the Context of Public Sector Management Reforms: Linking Policy, Planning and Budgeting.  The meeting took place from 20 to 25 March 2006 at UNESCO Bangkok.

The meeting was the launching of a new regional UNESCO programme aimed at strengthening institutional capacities in member countries to implement national education sector policies and plans using medium-term planning and budgeting approaches.  The regional focal point for this programme is the Education Policy and Reform Unit (EPR) at UNESCO Bangkok.

Participants included senior officials from Ministries of Education, Ministries of Finance, Bureau of Budget and Ministries of Planning from Indonesia, Malaysia, the Philippines and Thailand as well as the World Bank offices in Bangkok, Jakarta and Manila, which are currently supporting public budget reforms including the education sector. Other participants included academics involved in related research and international experts with recent experience in modern education planning, in particular medium-term finance planning (MTEF).  The four countries are currently developing new medium-term finance planning approaches for education. 

The meeting took stock of ongoing reforms and discussed experience gained in ongoing education sector reforms and budget reforms including MTEF-type approaches. UNESCO presented a newly developed planning tool, the MTEF-Analysis and Projection Model (MTEF-ANPRO Model) that translates medium-term education plan resource projections into annual budget categories. The model can be adapted to suit country-specific contexts.

The Main Conclusions of the meeting summarizes the views of all participants regarding priority actions and capacity building needs to develop education MTEF. Throughout 2006 and 2007, UNESCO Bangkok will continue, in cooperation with its partners, to address capacity building needs both at a regional level and through interventions at the country level. One of the immediate activities is a Portal on education finance planning and MTEF which will be launched within the next six months.
