ICeXCELs: Instructional and Curricular Excellence in School Leadership and Management
SEAMEO INNOTECH, Quezon City, Philippines

The Instructional and Curricular Excellence in School Leadership and Management (ICeXCELs) programme is a course developed by the Southeast Asian Ministers of Education Organization Regional Centre for Educational Innovation and Technology (SEAMEO INNOTECH) for elementary and secondary school heads, future principals, district supervisors, directors/directresses, assistant/vice principals, coordinators, officers in charge, or any school person with line management authority or a supervisory role. Based on the Competency Framework for Southeast Asian School Heads, it focuses on enhancing leadership and management skills to promote and improve the quality of teaching and learning in the school through the use of flexible learning modalities.

Comprising two modules, the course is delivered over a four-week period, accounting for 50 training hours, through print and self-instructional modules augmented by the use of interactive tools such as chat, discussion forums and email. The learning modules are interactive and incorporate the four As of adult learning (Activity, Analysis, Abstraction, and Application). Learners can view course information and materials and communicate with their tutors and other learners through the messaging and forum features of the INNOTECH Flexible Learning Management System (iFLEX) (, an online platform created on Moodle for ICeXCELS.

Tutors who are faculty members of SEAMEO INNOTECH are assigned to assist, provide feedback and evaluate the students according to their Learning Portfolio. A certificate of completion from SEAMEO INNOTECH is awarded to learners who are able to receive academic credits from SEAMEO INNOTECH's partner Teacher Training Institutions.

Course evaluation results reveal high levels of effectiveness in the instructional design and delivery, assessment and evaluation of student learning, iFLEX organization and design, flexible tutorship, and learner support and access to media resources.
