This research paper looks at the integration of technology into elementary education, emphasizing that ICTs must support, not replace, primary learning. Charting the development of ICTs in education since the Jomtien Conference of 1990, the author’s conclusions include the observation that ICTs have only been used to a limited degree in primary schools, and that other, more established media, such as the radio, can continue to play a useful instructional role.

ICTs in technical and vocational education and training
This report from a UNESCO expert meeting includes selected materials in the form of articles discussing the impact and use of ICTs in education. These include ‘How to Organize Schools in Order to Facilitate a Pedagogical Use of ICTs in the Learning Process’, which discusses organizing schools so that they can provide students with ICT skills to better prepare them for careers requiring specific ICT knowledge, such as offshore engineers.

New functions of higher education and ICTs towards Education For All

Section III notes that the accepted advantages of ICTs for education can easily bypass developing countries, and identifies the following ways ICTs can enhance Education For All for these nations: i) in supporting education in schools; ii) in non-formal education; ii) in teacher training; iv) and management of schools. The next part presents examples of ICTs to promote EFA from around the developing world, including India and China.
