Initial Response

To address this issue, UNESCO Bangkok is implementing a Japan Funds-in-Trust project called the Performance Indicators on ICT Use in Education Project aimed at developing a structure of indicators to measure ICT use and impact in education. These indicators will be used as a basis for policy planning and programme improvements, specifically demonstrating if and how the use and integration of ICT are actually raising educational standards, serving as a catalyst for educational change and empowering teachers and learners. In order to achieve this objective, the project is carrying out the following strategies:

  • Undertake a situational analysis in order to understand how existing projects/activities implemented within and outside the region are measuring the impact of the use of ICT in education and on this basis, identify an appropriate set of performance indicators which can be adapted or developed for application in the region;
  • Pilot test these indicators in selected countries;
  • Develop a systematic mechanism and database for collection, storage, analysis, and dissemination of the indicators based on a network of regional, sub-regional and national focal centres;
  • Promote data utilization and undertake advocacy work to convince educational policy makers and administrators to mainstream the collection and maintenance of indicators into their national educational policies and management information systems;
  • Build national capacity in the collection, processing and dissemination of indicators; and
  • Implement an information repackaging programme which will ensure that the results/data collected dealing with these indicators are disseminated and utilized for policy and programme adjustments and improvements.
