Seeking to reduce the digital divide for economic recovery
The Indonesian government, determined to utilize information technology effectively to support efforts to increase the country's national competitiveness, set up the Indonesian Telematics Coordinating Team (TKTI) in 2000. Consisting of all cabinet ministers and chaired by the president, the team defines government policy in the area of telematics, decides the phases and priorities of development in this area and monitor and control implementation.
In 2001, the ICT national plan was formulated by the Presidential Decree No. 6/2001, ‘Guidelines for the Development and Implementation of ICT in Indonesia’, which states the government’s general policy towards ICT and calls on TKTI to take an active role to drive ICT implementation in Indonesia. The decree was later enlarged on by a detailed Five-Year Action Plan for the Development and Implementation of Information and Communication Technologies (ICT) in Indonesia, involving implementation within education starting from 2001 until 2005, which includes the following calls for action:
Unfortunately, severe social unrest in the nation has stalled progress towards these goals.
At present the Ministry of Education, and the Indonesian Legislative Assembly are preparing a New Legislation Draft on the National Education System, including arrangements for ICT education and ICT for education.
