Literacy situation

The country is one of the most varied in the ethnic and cultural composition with different tribal groups speaking more than 800 languages.  (literacy rate)

The NFE section is attached to the Department of Education, while Natinal Literacy Awareness Secretariat is established to oversee and supervise the various literacy activities or programmes in the country.  Nearly half of the literacy programmes in the country are conducted by private bodies or NGOs, especially churches, and the rest are run by formal institutions such as schools or health centres.


CLC initiatives

The pilot project on CLCs have been established in East Sepik Province.  While this centre has functioned as a recourse centre, 2 local CLCs were established in Borombe and Uligembi, in the Kanuki District fully funded by the local communities under the leadership of the Headmaster of the local primary school.  The signing of the Memorandum of Understanding (MOU) took place in 2001 for the pilot project in East Sepik Province that has proved a milestone for the co-partners of the NGOs and GOs of CLCs to implement the programmes.


As a new project site, CLCs were established in the Enga Province, in the Highlands Region of the country. 


The pilot project in East Sepik Province has carried out activities such as an Elementary Programme for the 6-8 year old children, a sewing project for young girls and mothers, sport programmes, such as soccer and volley ball for youths and small scale farming for under privilege people.  There was also a theatre group to create awareness on the importance of continuing education for all.  The centre has also provided a meeting place for local authorities, community people and church groups.


In the Enga Province, the focus has been to coordinate and strengthen existing programmes, such as Adult Literacy, and small scale projects such as Piggery, Poultry and vegetable farming. 


Strengths and weaknesses

The concept of CLCs was well accepted at the project sites since the traditional literacy and other development programmes focused on the provision of services and not much on empowerment of community people.  The commitments made by the Provincial Administration in East Sepik and coordination of existing programmes under the CLC have presented new models of community development.


Due to the provision oriented nature of most development activities, the full participation of the community has been the challenges for the effective implementation of CLCs.  Also, coordination between the government, NGOs and community are not easy even if there is general agreement on the collaboration.


Future plans

The CLC project is planned to be expanded in the New Ireland Province of the New Guinea Island Region.

The following activities are also planned to strengthened the existing CLCs:

• Initiate income generation programmes such as crafting and carving.
• Strengthen collaboration with agriculture extension offices in the districts.
• Increase more women participation in the programmes and management.
• Building the capacity of CLC management personnel especially monitoring and reporting skills.
• Explore external funding support from potential donor agencies.
