Challenges and Prospects for TVET Teacher Training in the Asia-Pacific Region

Objectives:

  • To provide insights into pre-service and in-service TVET teachers’ training and existing skill gaps of TVET teachers in the Asia-Pacific region;
  • To share experiences on closing skill gaps of TVET teachers in the process of harmonizing qualifications in the European Union, with a special focus on private sector participation; and
  • To suggest new strategies for closing the skill gaps of TVET teachers in the Asia-Pacific region and share the experience of selected pilot projects in the region.

 

Key questions:

  • How do TVET teacher training institutions ensure that TVET teachers are equipped with both sufficient hands-on industry experience, as well as the emerging skills for the future (e.g. green, transversal and entrepreneurial skills)?
  • What are the experiences and lessons learned in closing skill gaps of TVET teachers (in particular green, transversal and entrepreneurship skills) in the European Union?
  • How can policymakers, TVET teacher training institutions and the private sector (jointly) address skill gaps to prepare TVET teachers for the future skill demands of the labour market in the Asia-Pacific region? And, what are the existing good practices of pre-service and in-service training to equip TVET teachers with industry experience and emerging skills?

Outline:

In the context of globalization, regional integration, demographic shifts, technological advances, environmental concerns, as well as persistent inequalities and youth unemployment in the Asia-Pacific region, there is a rising demand for emerging skills, such as green, transversal and entrepreneurial skills. To meet this demand and prepare Asia-Pacific economies for the future, setting up a common understanding of the requirements for vocational education teachers and trainers is of utmost importance. Therefore, and in line with the Shanghai Consensus (2012), it is crucial to improve the relevance of TVET training to the demands of the regional labour market as well as the overall quality of vocational education. The availability of highly competent TVET personnel is key in this regard.

The first part of the session will focus on the status quo of TVET teacher training programmes and regulations, and examine how far they prepare teachers to deal with future skills demand in both the Asia-Pacific region and in Europe. Prof. Dr. Ramlee Bin Mustapha will elaborate on labour-market oriented TVET teacher training in terms of standards, quality, cooperation with the business sector, and in how far they already take emerging skills (green, transversal and entrepreneurial skills) into account. Dr. Gramlinger will share the European experience and lessons learned on harmonizing qualifications and standards. A specific focus will be on the role of TVET teachers in meeting the skills demands of the labour market in Germany and the EU.

In the second part of this session, experts with a regional point of view (including GIZ) will present challenges and opportunities for the future and engage with participants in a discussion on the necessary stepstowards a regionally harmonized and demand-driven TVET sector. The session’s focus on framework conditions and potential implementation processes from a regional perspective, as well as international good practices (e.g. a cooperative training model in South-East Asia or the development of standards for in-company trainers), will promote a rich exchange between the different stakeholders. GIZ aims at organizing a follow-up on the findings of the session as part of its RECOTVET programme.
