Progress in Delivering Relevant Skills in Asia-Pacific: Sub-Regional Differences and the Way Forward

Objectives:

  • To take stock of achievements made in enhancing TVET relevance in the Asia-Pacific region based on the findings of two recent progress reviews; and
  • To identify remaining gaps, issues and priority areas for improving the relevance of skills development, with special attention to future trends, including regional integration.

 

 

Key questions:

  • What progress has been made in enhancing TVET relevance in Asia-Pacific? Are there differences across sub-regions?
  • What are the promising practices in enhancing TVET relevance that can be scaled up and/or replicated? Do these require any enabling factors?
  • What constraining factors and/or major bottlenecks have hindered progress in improving TVET relevance?
  • What are the new and emerging issues in the region, and what implications do they have for skills development policies and practices?
  • What skills and competencies do TVET students need, and what will they need in future, to experience smooth transitions to the world of work, higher levels of education and/or their role as active members of society? Of these skills and competencies, which are the most important?
  • In which key areas is intensified support needed in order to transform and expand TVET’s role in delivering relevant skills in the Asia-Pacific region?
  • What can be done to systematically share TVET experience within or across sub-regions in the Asia-Pacific in the framework of South-South collaboration?

Outline:

 

The session will consist of two parts: presentations of research findings pertaining to Asia-Pacific as a whole, followed by sub-regional findings (of the Pacific region, and also the experience of a private TVET institution in Malaysia); and group work discussions within sub-regional groups, followed by summary presentations by group rapporteurs and open-floor discussions. The first part will involve formal presentations by three speakers (around 10 minutes each). The second part will involve group work discussions of around 30 minutes, followed by summary presentations and open-floor discussions. 

The expected outputs are:

1) key achievements in enhancing TVET relevance;

2) remaining issues/gaps;

3) lessons learned; and

4) recommendations for post-2015.

Group work: there will be five sub-regional groups - Central Asia, East Asia, South-East Asia, South Asia, and the Pacific. Each group will elect a rapporteur, who will summarize the findings of their sub-region. Based on the group discussion, the rapporteur will prepare and deliver a 5-minute presentation on the inputs to the guiding questions posed by the facilitator. If necessary, sub-regional groups may be asked to combine into larger groups, or divide into smaller groups.
