The 2010 Education for All Global Monitoring Report (EFA GMR) on reaching the marginalized in education will launch at United Nations Headquarters in New York on 19 January 2010 and will be followed by a policy event in Washington DC on 22 January.

There are only five years left before the 2015 target date for achieving Education for All (EFA), a global commitment launched in 1990, and reaffirmed by the international community in 2000 at the World Education Forum in Dakar.

The report examines why millions of children are still missing out on their right to education, pointing to a number of factors including the aftershock of the global economic crisis, experienced by education systems in many of the poorest countries. The report also highlights other barriers including discrimination and inequalities found in poverty, gender, location, ethnicity and language. As a result, the 2010 Report argues that failure to reach these marginalized groups is holding back overall progress on education.

Governments are urged to adopt targeted policies and practices that directly address these barriers. The report also warns of a possible lost generation of children in the world’s poorest countries, if progress towards these education goals is further stalled.

The UNESCO commissioned Global Monitoring Report is published annually and assesses global progress towards the six goals of Education for All, committed by over 160 countries.
