Regional experts on indicators for the internationalization of higher education met in Bangkok, Thailand from 3-4 November 2016. The focus of the stakeholders meeting was to take stock of internationalization indicators for higher education in ASEAN+6 countries (i.e. the 10 Member States of the Association of Southeast Asian Nations, plus Australia, China, India, Japan, New Zealand and Republic of Korea) and support monitoring of the achievement of the Education 2030 Agenda.

With generous support from the University of Tokyo, the meeting objectives were to:

  • Review current national higher education policies on internationalization and examine the existing indicators for higher education in ASEAN+6 countries;

  • Facilitate sharing experiences and lessons learned on data collection for internationalization of higher education;

  • Provide a regional platform to discuss policy requirements for indicators on international higher education in ASEAN+6.

The meeting and exploratory discussions led to a deeper and broader commitment from UNESCO Bangkok. The group agreed to develop a regional network to continue the research and development effort. Related outcomes from the meeting included:

  • UNESCO Bangkok will summarize the meeting and consolidate presentations (below);

  • UNESCO Bangkok agreed to develop a network around indicators for internationalization of higher education in ASEAN+6. This includes offering UNESCO Bangkok as a Secretariat and platform for regional collaboration and development in this area

  • Based on the outputs from the meeting and related literature, a Concept Note will be drafted and circulated for review. With a clear focus on Education 2030 and underlying ‘why’ questions, the participants and UNESCO agreed to begin drafting in December with a full concept note expected by March 2017.
