The UNESCO Institute for Statistics (UIS) was established in July 1999 to meet the growing needs of UNESCO Member States and the international community for a wider range of policy-relevant, timely, and reliable statistics in the fields of education, science and technology, culture and communication.

In following its mandate, UIS gives "assistance to Member States to help them improve their statistical and analytical capacities." In line with this, the UIS with other UNESCO institutes and field offices assists countries in their effort to improve their capacities for data collection, processing, quality control, analysis and dissemination through training and other support to deliver assistance cost-effectively. The UIS is also responsible for the collection and dissemination of key data and indicators being used in the global EFA assessment.

To carry out its objectives effectively, the UIS deploys statistical advisers to UNESCO Regional Offices, including in Asia and the Pacific, and to UNESCO Member States upon request.

AIMS was launched in 2003 as the regional office for the UIS. Led by the Asia Pacific Regional Advisor for UIS, AIMS provides advisory services and technical assistance in information systems and statistics across all sectors of the UNESCO mandate.

One of UIS-AIMS’ main missions is to assist Member States in the region in statistical capacity building efforts to help countries become financially and institutionally self-reliant so they acquire the expertise to determine their own data needs and priorities, to collect data, to interpret and use them effectively; to undertake research, problem solving and problem formulation; and to sustain these capacities.

UIS-AIMS is also working closely with other UNESCO units and field offices, UN agencies and partners across the education sector towards meeting EFA goals by 2015.
