Birth Registration and Citizenship Manual

The “Manual for Capacity Building on Birth Registration and Citizenship in Thailand” is now available online. The present manual is a revision and expansion of the manual published by UNESCO in 2007.

Research by UNESCO has shown that lack of legal status is the single greatest risk factor for a highland girl or woman in Thailand – not from across the border – to be trafficked or otherwise exploited. As a result, the UNESCO Trafficking Project has maintained an on-going awareness of highland legal status issues that are major sources of structural vulnerability.

This current manual was prepared after both the Civil Registration Act and the Nationality Act were amended in 2008. New issues, such as the Thai Ministry of Interior’s directives on “Birth Registration” and the “Suspension of Citizenship”, have also been included. It is hoped that this new, updated manual will be useful to government officials, NGOs, and community leaders seeking to improve registration processes for highland people.

Through meaningful partnerships with the Coalition to Fight Against Child Exploitation (FACE) and the Royal Thai Government, and with continued generous support from the British Embassy, Bangkok, UNESCO was able to undertake the project that produced this manual, Promoting Human Rights for Highland Minorities through Citizenship and Birth Registration.
