Expanding and improving comprehensive early childhood care and education (ECCE), especially for the most vulnerable and disadvantaged children, is the first of the six Education for All (EFA) goals. However, it is one of the most neglected goals, with very low public funding allocated to this critical foundation of lifelong learning. On the other hand, this is the stage in which diverse sectors and actors are involved, and strengthening the capacity of both public and private sectors (including communities and families) are necessary in order to support the young child’s holistic development.
