About International Conference of States (ICS)
OBJECTIVE
The International Conference of States aims to examine and adopt the Revised 1983 Regional Convention on Recognition of Studies, Diplomas and Degrees in Higher Education in Asia and the Pacific and to set up mechanisms to oversee the implementation of the new Regional Convention.

- 14 observers from 10 Member States outside Asia-Pacific
- 8 observers from 7 NGO/IGOs
- 4 Resource experts and participants from UNESCO and MEXT, Japan
Participation in the meeting is by nomination of UNESCO Member States and other invitees from NGOs and IGOs authorized by the UNESCO Executive Board
