Information
The Government launched the first, second and third IT in Education Strategies in 1998, 2004 and 2008 respectively. The Government has further committed to formulating new initiatives on the promotion of e-Learning in schools, including the development of e-Learning resources for the enhancement of learning and teaching.The implementation measures include strengthening and expediting the development of the Depository of Curriculum-based Learning and Teaching Resources in different subjects at both primary and junior secondary levels in the 2009/10 to 2012/13 school year, provision of one-off grant to schools for purchasing e-Learning resources in the 2010/11 school year, launch of the three-year Pilot Scheme on e-Learning in schools starting from 2011 and the promotion of the awareness on health and copyright issues related to the use of digital resources and devices.

The Government has been promoting the use of IT in education vigorously in the past decade. One of its goals is to turn e-Learning into an effective learning mode. Through the extensive use of e-Learning resources, it aims to enhance students’ learning effectiveness, develop their higher-order thinking and information management abilities (which include proficiency in searching, organising, evaluating and presenting information), as well as nurturing their capabilities for life-long learning, which would give them a competitive edge in our rapidly changing world.
- Case studies of ICT integration in Teaching and Learning
The study shows that the strategy adopted by a school in instituting such change and the resulting variation of pedagogical practices using ICT is strongly dependent on the school leaders’ vision and understanding of the role and impact of ICT in the curriculum, their goals and objectives for ICT integration, as well as the history, culture and background of the school and its general vision and mission.

This article gives a general framework for the understanding of the use of ICT in primary, secondary (vocational education excluded) and tertiary education in both Finland and Hong Kong. It describes the quantity and quality of ICT infrastructure and teachers’ skills and attitudes towards it. Based on various surveys and scientific research, the pedagogical use of ICT is also studied from the pupils’ and teachers’ viewpoint. - Pilot Scheme on e-Learning in Schools
With a view to enhancing learning through the use of electronic media, the Working Group on Textbooks and e-Learning Resources Development recommended, to launch a pilot scheme to look into how e-Learning should be implemented in different school contexts to address learner diversity, students’ pursuance of self-directed learning and life-long education.
