- Adaptation of the International Technical Guidance on Sexuality Education (ITGSE), and development of illustrative Training of Trainers manuals based on the adapted ITGSE which will be piloted in closed settings centers (i.e. juvenile detention centers) and youth out of school (i.e. street children) using innovative approaches;
- Strengthening promotion of the Education for All (EFA) goals;
- Strengthening Education for Sustainable Development (ESD), focusing on Reorienting Teacher Education to Address Sustainability, Climate Change Education (CCE), and Education for Disaster Risk Reduction (DRR); and

Asian Development Bank (ADB):
- Supports the strengthening of Public Private Partnership (PPP) by building capacity and institutional framework and set-up;
- Promotes Early Childhood Care and Education (ECCE);
- Promotes equity in access to quality basic education through the development and improvement of education hardware and software;
- Supports technical education and skills development in order to increase the supply of relevant and quality workforce (ADB n.d.).
The World Bank (WB):
- Provides integrated ECCE service delivery under Local Government Unit (LGU) management;
- Provides support system for integrated ECCE service delivery and research and development;
- Supports the building of institutional capacity under primary education;
- Under basic education, supports school-based management, teacher development, quality and equity as well as resource mobilization (UNESCO 2009a).
United Nations International Children’s Education Fund (UNICEF):
- Supports Early Childhood care and development education villages country wide;
- Helps promote Child Friendly School System (CFS) in primary schools;
- Helped establish a Students Tracking System (STS) in order to enrich the School-based Monitoring and Evaluation Framework for Basic Education Sector Reform Agenda;
- Supported the development and integration of Functional Education in Emergencies Cluster into the National Emergency Clusters (UNICEF n.d.(a), n.d.(b)).
United States Agency for International Development (USAID):
- Works with the Philippine government to increase access to quality basic education focusing on English, science, and mathematics for over 300,000 students;
- Assists students in acquiring the English language proficiency necessary for obtaining employment in key growth sectors;
- Expands and improves opportunities for over 100,000 out-of-school youth in areas most affected by conflict and poverty;
- Supports community involvement in education, improvement of instructional quality and materials, as well as construction and repair of classrooms (USAID n.d.).
