The Questionnaire

The ICT Survey Questionnaire was developed using as basis the set of indicators as detailed in the matrix. In developing the set of indicators, the participants recognized that many of the countries are at different stages of development as far as ICT use in education is concerned. Thus, the indicators to measure ICT use and impact in education may not necessarily be standard or uniformly applicable to countries participating in the pilot study.

It is highly recommended then that pilot countries can still improve on the indicators included in the list. Thus, the ICT Survey Questionnaire developed based on the set of indicators will only serve as core instrument in the pilot study. Participating countries may add, improve on, or remove some of the items in the questionnaire that may or may not be applicable to their country’s level of ICT use in education. It is advisable, however, that they use the matrix as reference as these will provide the basis for coming up with regional comparison.

The ICT Survey Questionnaire is composed of four parts:

  • Part 1 is to be filled out by an official at the Ministry level  He/She should be in-charge of or involved in the ICT policy or programme of the ministry. Assistance from other members of the ministry may be sought in filling out other information requirements of the questionnaire not directly related to ICT.
  • Part 2 of the questionnaire is to be filled out by a school head. The ministry may decide to conduct a population survey of all schools in the country or include in the survey only a sample of schools.
  • Part 3 is to be filled out by teachers in the schools or in the sample schools. If possible, let all the teachers in the school/sample school fill out the portion for teachers in the questionnaire.
  • As for Part 4, which is the student’s part in the questionnaire, only a sample of students may be asked to fill up the forms. It is recommended that a representative sample of students in all grade levels is included. It should be ensured that school heads do not only ask the skilled ICT teachers to fill out the surveys but also those teachers who are not ICT savvy. Or teachers who are not so skilled about Internet should also be asked to fill out the online form

It is advised that all items in the questionnaire applicable to the respondents must be answered. If an item in the questionnaire is not applicable, the respondent is advised to put NA (Not Applicable). Please let all the respondents specify answers under “Others”.
