Communication and Information

The Communication and Information Sector (CI) is one of the  five sectors of UNESCO. It was established in its present form in 1990 and consists of three Divisions:

  • Communication Development;
  • Freedom of Expression, Democracy and Peace;
  • Information Society.

CI Programmes are rooted in UNESCO's Constitution, which requires the Organization to promote the free flow of ideas by word and image.


To achieve its goals, CI implements programmes and inter-regional, regional and national projects and activities in Africa, the Arab States, Asia and the Pacific, Latin America and the Caribbean through its networks of staff at UNESCO Headquarters in Paris and in 27 UNESCO field offices.
The Sector also provides the Secretariat for two intergovernmental programmes: the International Programme for the Development of Communication (IPDC) and the Information for All Programme (IFAP). CI also participates in the Asia Pacific Information Network (APIN).

The CI Unit currently covers activities in all areas of the parent Sector in accordance with the regional strategy and taking into account national priorities in promoting free flow of ideas, enhancing access to information, developing the mass media, training communication and information professionals and preserving documentary heritage.


CI acted originally as the Office of the Regional Advisor for Asia and the Pacific for the General Information Programme, serving all UNESCO Member States in Asia and the Pacific.


Working with all countries in Asia, the CI Unit accords priority to UNESCO Member States in the Bangkok Office cluster, namely: LAO PDR, Myanmar, Singapore and Thailand.
