South-East Asian countries unite to reach the unreached

Participants from 11 South-East Asian countries (Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor Leste and Viet Nam) are to come together under the theme, “Reaching the Unreached to Achieve the EFA Goals Together”.

Organised by the Southeast Asian Ministers of Education Organisation (SEAMEO) Secretariat, UNESCO Bangkok and the Association of South East Asian Nations (ASEAN) Secretariat, the meeting of the eleven countries will take place 2-4 September 2008 in Bangkok. The eleven share a collective goal to achieve EFA goals by 2015.

The meeting will follow up on issues of access, equity and quality of education, as discussed at the 43rd SEAMEO Council Conference, which was held concurrently with the third ASEAN Education Ministers' Meeting in March 2008 in Kuala Lumpur.

During the Education for All (EFA) Mid-Term Policy Review Conference in February 2008, UNESCO presented key policies, strategies and recommendations towards meeting EFA goals made by South-East Asian countries and EFA partners.

According to UNESCO, national assessments of EFA progress made by the South-East countries show significant achievements, but many outstanding issues also need to be addressed in order to achieve EFA goals by 2015.
 

The focus of the upcoming meeting is to develop strategies to reach the unreached, disadvantaged and underserved groups of society.


The gathering presents an opportunity for South-East Asian countries to exchange experiences and best practices.


The four objectives of the meeting are:

  1. To take stock of the extent of initiatives/projects/programmes provided for the unreached in South-East Asia;
  2. To identify the remaining common challenges in attaining EFA goals, particularly for unreached groups in South-East Asia;
  3. To provide suggestions to accelerate progress towards reaching the unreached, and;
  4. To develop activities and projects that South-East Asian countries can work together on, with the help of EFA partners.

The expected output of the meeting is to produce an initial proposal for activities and projects that South-East Asian countries can implement together to reach unreached groups.
