UNESCO Handbook on Education Policy Analysis and Programming

UNESCO’s Education Policy Analysis and Programming Handbooks provide UN staff and other educational researchers with both a framework and a systematic, structured methodology for education policy analysis. Using practical methods for undertaking policy analysis, a step-by-step guide is given in order to better assist analyst.

The Handbooks are structured in the following;

Volume 1 introduces key issues UNESCO staff should be aware of when conducting analysis and policy dialogues with national counterparts and development partners. Drawing on key issues of access, quality and management of education, the handbook facilitates practical analysis across different levels of education within a national context.

Volume 2 then demonstrates how to put these issues and concerns into practice by providing the UNESS process as an example. It presents a step-by-step guide to conducting a full education policy analysis, supported by an online tool and uses a set of matrices to record and organize information.
