Serving as a background to the present overall five-part report, this first part consists of four sections. The first section describes Indonesia's background in terms of its geography and demography. The second section presents a context of Indonesia's national development. The third section elaborates on a more specific context for education development, and the fourth section outlines sources of data and how data in this report have been collected.

Early Childhood Care and Education Policy Implementation Review in Malaysia  


Malaysia has always placed great effort in ensuring education and care for all children. These efforts are manifested through the many sectors involving in ECCE and the amount of allocation given to ECCE each year. ECCE in Malaysia is broadly divided into two main groups, which is the 0-4 years old and the 4-6 years old. In Malaysia, early childhood care and family development is the jurisdiction of the Ministry of Women, Family and Community Development (MWFCD).  MWFCD is the coordinator for national programs on the growth and development of children. Through its Department of Social Welfare, MWFCD registers all Childcare centers (TASKA, an acronym in the local language).  TASKA offers care and education for children in the age group of 0-4 years old. Review of the Integrated Early Childhood Development Policy Implementation in Mongolia


The review aims to help improve early childhood education by studying and scaling up best practices. Although the regional review pursues a wide ranging goal, it was also designed to be relevant to the local conditions and needs of the participating countries. The policy review will support the implementation of national policies, facilitate improvement of the social services for young children and provide opportunities for enrichment of the knowledge and experience of the participating countries. Early Childhood Policy Review in Nepal

In meeting the first goal of Education for All, "Expanding and improving comprehensive early childhood care and education, especially for the most vulnerable and disadvantaged children" the current review of the Early Childhood Policy Review is expected to be both useful and timely in identifying, documenting and sharing good practices as well as constraints and challenges in early childhood policy development and implementation in Nepal. Although early childhood is relatively a new concern and late comer in the development agenda, its progress has been extremely rapid in this country. Click here for full report

 

Early Childhood Care and Development Policy Review in the Philippines

The United Nations Education, Scientific and Cultural Organization (UNESCO) and the United Nations International Children’s Education Fund (UNICEF) aim to support Asia-Pacific countries in meeting the first goal of Education for All (EFA) through an assessment of the state of policy and implementation of early childhood development.   Hence, said organizations launched, in September 2006, the Regional Early Childhood Care and Development (ECCD) Policy Review Project across eight countries including the Philippines. 

This policy review is in light with the ECCD Act, a national law on early childhood care and development that defines ECCD as the full range of health, nutrition, early education and social services that provide for the holistic needs of 0-6 year old children. It will take on a broader perspective and will go beyond the goal of ECCD and address the issue of expanding and improving access to early childhood care and development. click here for full report
