Agenda

The Expert meeting consisted of 4 main sessions with presentations by regional and international experts, followed by moderated discussions.

The meeting objectives and the overview of the CCT Project "Harnessing ICTs for the A-V Industry and public service broadcasting in developing countries" were featured in the opening ceremony.

 

The introductory session on Global and Regional Trends in Broadcasting and A-V Field provided a general overview of the three pilot countries' A-V landscape (Philippines, India, and Thailand) including trends, opportunities, and challenges. The commonalities and conflicting interests and objectives of the countries were identified and discussed.

 

Session 2 on Policy Initiatives and Trade Agreements discussed the available legal and normative instruments pertaining to creative industries and the current situation of the trade agreements and negotiations regarding the treatment of cultural goods and services. These presentations helped in framing the discussion on what will be the effects of the A-V liberalization and regional agreements on cultural expressions in Asia.

 

Session 3 focused mainly on Intellectual Property Rights (IPR) highlighting the importance of enforcement of rights especially in the broadcasting and A-V field. In the advent of technological developments, WIPO serves as a platform, facilitator, and forum for IPR issues.

 

The last session on Supporting Asian Creativity examined the new technologies, initiatives, and challenges of Asian artists and creators in the A-V field. A great deal of the discussion focused on nurturing creativity and providing support to creative education.

 

The Expert meeting concluded with a summary of best ideas which was taken into consideration during the drafting of a Plan of Action. The Plan of Action identifies recommendations and action lines to strengthen policies, mechanisms, and networks in the culture and A-V field.
